Workflow with Email Bounce Alert

Has anyone created workflow rules that fire off of the Email Bounce Alert fields?  I am trying, but I dont think that the record is actually edited in a way that would fire a workflow rule when the bounce alert happens.
 
Anyone have any experiece -or knowledge on this?
