If a case owner has login to the self-service portal. Can he see his assigned cases on it? If yes how? I currently have a case owner on the portal but he cannot see the cases assigned to him, he can only see them on the main SFDC area.
Is the SS Portal primarily for customers?

Yes Self-Service Portal is a Customer facing entity and has very limited functionality. If you are wanting someone to access their Assigned Cases but you do not want them to have a full SF License to access your org you could try and see whether a Customer Portal License might be cheaper. You can then set up a Case view that meets the criteria for Assigned Cases and expose that view to the Customer Portal User.
