Report showing change in value from one time period to the next?

Can anyone tell me if it is possible to do something like this with any of the standard reports in SF?  i just want to compare a value from one week to the next and report if it has changed and if so, by how much.

I'm in a similar spot.

My company looks at a period of time in the current year and compares it to the same period the previous year.  I haven't been able to figure out how to create this custom report period.
