Lead Assignment from Queues

I have a group of reps (Rep 1) who work leads and when they identify an opportunity, they transfer the lead to a queue. A second set of reps (Rep 2) will pick up the lead from the queue, verify it and then convert the lead to an opportunity.
I need a way to assign the leads in a round robin fashion from the Rep 2 queue to ensure that each of the Rep 2s receive the same number of leads. I have already used the "Lead Sprinkler" to initially assign the leads when they are improted so it will not work to use the auto-number to assign the verified leads.
Is there a way to round robin from the queue?

I have a similar issue. I need to build a lead sprinkler/round robin assignment rule for leads that are already owned by a Rep and "pre-qualified." Has anyone come up with a way to allow Rep1 to assign the leads to a queue (say based on territory) and then round robin those to a team of reps? I saw the Force.com Labs Round Robin Assignment for Cases and it looks to be a solution, but they haven't offered it for leads yet.
I'm hoping for a "clicks not code" solution.
