Is there any way workflow email updates can be sent to a group of contacts?

I have a contact field that essentially determines if a contact is either active or inactive.

I also have an unrelated custom object, and when it is submitted I would like workflow to trigger an email to all active contacts.

Essentially this would be great if I had some kind of dynamically created distribution group...

Can anyone think or suggest any way how I can achieve this. Would be eternally grateful!

Pretty sure this would only be possible with Apex.
