Hi Seg,

 

No, the Opportunity Contact Roles related list is only visible AFTER the Opportunity has been created and saved.  This is what I was talking about in my posts above about communicating and training the users on the new procedures for creating and updating Opportunities after you have installed the Primary Contact Required App.
