Custom Settings lists and picklist fields?

So the new Custom Settings feature is touted as a way to manage lists of data like state abbreviations, international dialing codes, etc.  But if you read further, it says that you can only reference the data "using formula fields, validation rules, Apex, or the Force.com Web Services API" - no mention of picklist fields.

 

Is there any way to use Custom Settings lists in the standard user interface to replace cumbersome picklists like state abbreviations?

I've also been wondering this - does anyone have any input? If Custom Settings can only be accessed via code, it seems a bit misleading to suggest it provides a solution for most admins...
