VisualForce and Apex in Partner Portal?

Can we leverage VisualForce and Apex in the partner portal?

Also, does the Salesforce Partner Portal use PRM or customer portal?

Yes, you can use VF and Apex within the partner portal.  And SF's partner portal is PRM (you can't expose leads on the Customer Portal).
