Have a situation where the Partner will create a new opportunity and contact. However, there are internal workflow rules that need to change the oppy and contact owner to an Org user. How can we configure SFDC to share records back to the Partner who created the records?

You will need to add the partner user to the sales team, either manually or through a trigger. Apprivo has an application called Add to sales team' which does this automatically under various circumstances.

I am not sure what you mean by "Sales Teams doesn't seem to work for views on partners. ". If you add the partner user to the sales team (remember you have to change the user drop down in the add to sales team page to 'partner user') the added partner will be able to see that opportunity in list views and reports assuming that neither of the former exclude that opportunity because of some contraint (e.g. Won = true)
