Route PRM Leads to Correct Account Owner

I have a client that has assinged specific sales reps to specific Accounts (Named Accounts).
Some partners who are are not Licensed Partner Portal Users will submit Leads into a Web to Lead form. 99% of these Leads will be for existing Accounts, but would ultimately lead to new Opportunities.
The client needs the Lead to be Approved/Rejected by the Account Owner. But while the record is still a Lead, how do we determine who the Account Owner is?
The client prefers this routing to be automated, e.g. not assigned to a Queue or Channel Manager who has to manually assign the Lead to the correct Named Account Owner.
We also to take into account that the Partner User may or may not enter/spell the correct Company Name.
Any suggestions would be appreciated.
