Dependent Picklist Problem

I am trying to create a picklist with dependencies. The main picklist has 25 entries. This number will be reduced once the dependent list is implemented.

The dependent list has 14 entries.

I went into Opportunity/Fields/ProgramDesignations and edited the Dependencies. You end up with a large matrix that is fairly unwieldy. Under "Special Programs" I have three items: Marcelo Rivera, Reading Glasses and House One. I can see them in the matrix and I can see all of them if I click the Preview button.

Now, if I try to add a donation and use SpecialPrograms, under the subs I only see Reading Glasses, which happens to be the next to the last item in the list.  Marcelo Rivera is the last item and also one of the SpecialPrograms subs.

Anybody else have problems with this sort of thing? Are there size limits on the lists or the matrix?

One thing I'm considering is to delete all of the items in both lists, close SF, then add them all at once. The matrix has been created thru multiple iterations, maybe that's a problem?
