Edit layout option not showing to users...bu t showing to system admin....

when i click edit layout and then i can go to related list i have option of adding buttons...(Edit Layout)
so i am able to do that because my profile is system admin but other users are not so why the 'edit layout' is not showing for all users...please help me in this ..help will be appreaciated.....

Hi
As per ur requirement only u(Profile:system administrative) have to edit and make changes know for that one,I think u have to write one trigger so that only system administrative has to edit and make changes
