able to view accounts when they should be hidden

Hi,
I have been using salesforce for about 2 weeks now but this is the first time i have posted a question on here so here is my question:
 
A user is able to see an account that they do not usually see. For example a UK Account is able to see an Account based in the Netherlands and Asia.
 
I thought it maybe the following problems
 
1. The account record type was set to view ALL accounts rather then just the UK accounts
2. The users who are able to view these accounts have the wrong account record type
 
but i looked at both of these problems and they seem fine as the are both set to UK records only
 
so i ask is there any other options i can check because i am running out of ideas

Tom,

To give you a precise answer to your question, we would need some more information, but visibility to accounts is not limited by record type.  The purpose of record types are to allow different values in the picklists for the page layouts.  It is not used by security to control who can see a particular record.

Visibility to data (records) is controlled by your organization wide defaults (OWD), role hierarchy and sharing rules. If the OWD is set to read or read/write for accounts, then if a user can see one account, they will be able to see all of them.  If your OWD is set to private, they will only be able to see accounts they own.  You can expand what they can see via the role hierarcy and sharing rules.
