Is there a way we can specify custom settings field to be accessible to a specific users?
Like FLS of custom objects?
Can I use permissionsets to dspecific users?

Hi,
Customsetting are not but a part of setup. You can achieve this through permission sets, If you give access to 'View Setup and Configuration' permission. You cannot explicityly give acces to 'Custom settings'.
