If you are concerned just about the forecast then could you do the following;
1. The Rep to get Credit/Roll-Up to Forecast would be Opportunity Owner with their territory
2. The Secondary Rep would just be added to the Selling Team

Then to give credit to the other rep you would generate a Opportunity with Sales Team report, which would not effect the forecast.
Using Selling Teams is exactly the solution designed for having (1) Forecast but with many contributors to that given Opportunity.
We called this "Support Selling" and ran reports monthly to acknowledge those that were part of the program.
However, with Selling Teams you rely on the Reps to set it up correctly therefore you may have to find a program that would promote these types of opportunities in order to be effective.
