Reassign Existing Leads to a New Owner Based on Campaign History

I want to automate the reassigning of leads to new owners based on a user's campaign history. So, if a user is assigned to owner A, then returns to our site and takes another action, it appends a new campaign to their campaign history, at that point, I want a trigger which reassigns to the new owner based on the user's updated action. I'm assuming this could be done with a workflow (since that can be done on creation or editing of a lead), however, that would require me to create workflows for each sales reps. That's not scalable or ideal since we have many reps and it changes often. Any ideas?
