My CEO wants to synch his contacts and have them private in SalesForce. How can this be acheived without the CEO having to do any manual administration. He needs to be able to synch and walk away. Thanks!

If you implement a private security model in Salesforce, then only the owner of a contact (your CEO) will be able to view them. This is a simple setting change in the Security area of setup.

But when I synch new contacts from Outlook to SalesForce will there be a manual step involved to mark them as private after the synch?

No, all contacts can only be seen by their owner. You can add additional sharing rules, but that's how it works be default.
