Custom report type to report on history data

Ah - I can't think of a way to get to that report directly.  The closest I can think of is a Lead History report filtering on "Field/Event Equals Owner".

That doesn't give you only leads in a certain campaign however and doesn't let you filter on "Old Value Equals TeleSales" as Old Value and New Value aren't availabe as criteria.

If it's important, you could create a custom field on Lead called something like "TeleSales Lead Reassigned" and then use a Lead trigger to make the field True when the owner changes from Telesales to not telesales.  Workflow won't work as Owner isn't exposed for criteria.

Once you have the field & the trigger, you can use the Campaigns with Leads report to view all leads in Campaign XYZ where Lead.TeleSales Lead Reassigned = True.
