Adding New Contacts To Existing Contact Campaigns

How do you ensure that every opportunity that should be part of a campaign is?
o Currently, when a new contact is created for an account that has existing contacts who are campaign members, the new contact is not automatically attached to these related campaigns.
o Need to have Salesforce attach new contacts of existing accounts to existing campaigns that influenced the creation of the account.
For example, John at Salesforce.com is created as a lead and is part of campaign SaaS_Company. The lead is converted with out an opportunity. Our sales rep then speaks to Jill at Salesforce.com and signs them as a client through her. Jill is attached to the opportunity as the primary contact and John is no longer in the picture. The opportunity has no primary campaign nor is it attributing to campaign influence even though this lead was generated through the campaign SaaS_Company.
How could this problem be solved? Ideas?

In this scenario the Account/Contact itself is associated with the Campaign, however the Opportunity is not because it was generated later?
I guess this all depends on how your process flows? Could you do the following; Create a Cross Object Workflow on Opportunities that bring over the Account or Contact Campaign and then write a Field Update that says when the Opportunity Campaign is blank update with the Contact Campaign? That may work.

Only contacts and leads can be members of a campaign at this point, accounts are not. When a lead who is a campaign member is converted into an account and contact but not an opportunity, only the new contact remains a campaign membe, not the account.
Then if a new contact is found and created for this account, this new contact is also not a campaign member by default, manual intervention is needed to add this new contact to the campaign. If the opportunity uses this new contact as the primary contact role, only the new contacts campaigns are linked to the opportunity. Even though the opportinity was clearly influenced by the original lead campaign.
What I want to know is if there is an app or something that will ensure that new contacts will be associated with any existing contacts' campaigns if the new contact is created within a certain period time after the account creation.
As far as I can tell, opportinity workflow rules can not update opportunity fields based on contact field values.
