Can I manually remove a "Package", and it's associated versions and licenses from my LMA if I DO NOT intend to use that package anymore? There are NO users of the package. The only license was in another test of that I created.

Technically you can, but the help does not recommend it:
Do not edit, delete, clone, or create packages or package versions. Do not delete, clone, or create licenses. These records are automatically created and contain important information for tracking the licenses and packages in the License Management App. They cannot be repopulated.
But if you intend to never use this package anymore, I think it should be fine.
Best,
Sati
